United Baseball League Constitution
I. League Information
1. The league will use Out of the Park X.
2. The major league has 16 teams, divided evenly into 2 leagues, with no interleague play.
3. Each major league franchise has an affiliate in each of the AAA, AA, A, Short Season A, and Rookie Leagues. Those leagues do feature interleague play.
4. In the Major League, each division winner advances to play in the Championship Series.
5. In each minor league, each division winner and 2 wild cards advance to the playoffs.
6. There is no DH.
7. The league uses the modern rules similar to MLB otherwise.
II. Commissioner
1. Scott Weber runs the league and invites input from owners. All decisions made my the Commissioner are final. This is a dictatorship, but a benevolent one.
III. Owners
1. No owner may own or operate any more than one franchise in the United Baseball League.
2. Each owner is fully and totally responsible for all roster moves by uploading them via FTP to the league website.
3. Each owner has a password for logging into the league inside OOTP X to maximise security.
4. The Commissioner also has that password in case of emergency to enter moves requested by the owner. The Commissioner will not log into the game as the owner for any other reason.
IV. Schedule
1. The Major League schedule is 154 games, each team playing the other 7 a total of 22 times a piece.
2. The in-season sim schedule will be twice a real-life week, at seven in-game days a piece, for a total of 2 game weeks passing for each real-life week.
3. The Commissioner will be present in the website chatroom during simming. Owners are encouraged to be present in case of injuries. If an injury occurs during the sim period, an owner present in the chatroom can make a roster move in response. Changes to the waiver wire will also be announced after every sim day to allow owners to make a claim as long as there are AI controlled franchises.
4. The offseason will be broken up into 4 sections: Post-playoffs to free agent filing day, free agent filing day to December 31, January 1 to the start of preseason, Preseason and Spring Training to the Season Opener.
5. During the offseason, simming will be once a week to allow for greatest possible owner interaction, meaning the entire offseason will last approximately one month.
6. There are 2 states each owner will be in during each of the 4 periods: Working or Final. Once an owner via email indicates to the Commissioner that they are 'Final', no further updates will be solicited or waited for from that owner. If an owner, once 'Final', has a further change, the commissioner must be alerted via email so that the update is downloaded via FTP.
7. While in the 'Working' state, the owner should be present in the chatroom during simming for the opportunity to respond to whatever trade offers, free agent offers, coaching offers, etc., that arise. The Commissioner will sim each period of the offseason a few days at a time, but the entire period will be concluded in one sim period.
8. If an owner is not present in the chatroom, and has not left any instructions for the Commissioner, their status will be assumed to be 'Final'.
9. All owners are encouraged to be present in the chatroom during the offseason as much as is possible no matter their state. Championships are won and lost in the building of a franchise.
10. Commissioner will download any changes made via FTP just prior to beginning the sim session. If an owner is running late, that must be announced via email to the Commissioner. The Commissioner will give a reasonable amount of time to allow for real-life issues.
V. Rosters
1. Each Major League club has a 25 man active roster, and 40 man 'secondary roster'.
2. Rosters at the major league level expand to 40 for September 1st.
3. Every player on the 40 man roster at the start of Spring Training is automatically called up to the Major League club by the mechanics of the game. According to current MLB rules, an option must be wasted each year a player sits on the 40 man roster; so at the end of Spring Training the remaining 15 players must be waived if they are out of minor league options.
4. Each minor league level has an unlimited roster size. Each minor league club has a minor league 15-day DL.
5. Injuries will be monitored closely by the Commissioner to avoid uncalled for Career Ending injuries. If an injury is tagged as Career-ending, it will be untagged to match the amount of days injured if it is less than 500. Any injury setbacks as determined by the game engine that result in a decision by the player to retire will not be changed by the Commissioner.
6. Injuried players on the DL that end in the middle of a sim-week can be activated by an owner present in the chatroom or by instructions submitted via email before the sim period.
VI. Trading
1. Trading between human owners are to be submitted to the Commissioner via email for review. Commissioner review will only be to combat the possibility of collusion. Trades found to be collusion between owners will result in the trade being rejected. Any further acts of collusion can result in being removed from the league.
2. Trades initiated by a human owner to an AI controlled team will be announced to the league as a whole prior to entry. If the owners vote by majority that the trade is unfair, the team submitting the trade will have an opportunity to resubmit with changes. Due to league review, 72 hours is required before the trade will be entered. Commissioner has final review except for trades initiated by Commission. Any trade involving an AI club will need to be submitted far enough in advance to be included in the upcoming sim session.
3. Any trade offered by an AI club to a human owner will not require league review. The Commissioner only will review to verify the AI club initiated it by logging into the game as the human owner.
4. The trading deadline without submitting a player to the waiver process is July 31st.
VII. Draft
1. The Amateur Draft is 25 rounds, consisting of approximately 415 players in the pool.
2. The Draft is held on or around June 15th, game time.
3. The Draft Pool is revealed 30 days prior.
4. Owners can ask the CPU to draft, can submit lists, or can be present in the chatroom for the live draft.
5. The sim session before the draft will hit may be up to 9 days if necessary to avoid having an overly short sim period.
6. One full week after the last sim session will be given to owners to prepare. The draft will take one sim session, before the season will continue during the next sim session.
7. Trades can happen up until the pick is to be used.
8. Once the league consists of only human owners, prior to the start of the sim session for the draft, human owners can submit their picks via email to progress as far as we can.
9. Further changes may be appropriate once we determine what tools OOTP X has for the draft.
VII. Free Agency and Arbitration
1. All free agent and arbitration offers will be processed via the game engine.
2. If a human owner has submitted free agent contracts, they must be present in the chatroom in order to respond to computer player demands.
3. The simming will pause at appropriate times during offseason periods to allow owners to submit new offers.
4. Owners are free and permitted to offer extensions to any player already under their control at any time, with no limit other than financial.
5. Free agent offers during the season must be announced to the Commissioner via email if an owner is requesting a chance to monitor player response.
VIII. Amendments
1. The Commissioner will update the Constitution when necessary and make an announcement via email as to the change.
